I found another top ten here: Most visited cities by international tourist arrivals.

For the year 2010 it shows (in millions visitors):

1) Paris 15.1
2) London 14.6
3) New York City 9.7
4) Antalya 9.2
5) Kuala Lumpur 8.9
6) Singapore 8.6
7) Hong Kong 8.4
8) Dubai 8.3
9) Bangkok 7.2
10) Istanbul 6.9

Anyway it seems a bit debatable... for example, does Antalya has the same visitors than New York? Another question: where is Rome?
